Leading global cannabis expert Dr. Shiksha Gallow and Senator Robinhood “Robin” Padilla have joined forces to advocate for the legalization of medical cannabis in the Philippines. This initiative aims to alleviate severe pain experienced by cancer patients and other Filipinos suffering from chronic illnesses.
In a press conference on December 19 at the Solaire Resort in Parañaque City, global cannabis experts emphasized the therapeutic benefits of medical cannabis and presented the latest findings from clinical studies. They highlighted the Philippines’ potential to position itself as a hub for medical cannabis in Asia.

“The issue of medical cannabis is not just about legislation, it is about humanity. I urge you to vote in favor of this bill, not just as lawmakers, but as human beings who stand for the dignity and welfare of every Filipino,” Dr. Gallow stated. She warned that delays could hinder the opportunity to make a significant difference and urged lawmakers to act swiftly. According to her, the Philippines has a chance to lead medical cannabis advancements in Asia.
Advancing Healthcare for Filipinos
The discussion also focused on Senate Bill (SB) No. 2573, known as the Cannabis Medicalization Act of the Philippines, authored by Senator Robin Padilla. The bill proposes a regulated system for the cultivation, distribution, and prescription of medical cannabis for qualified patients. Its goal is to enhance pain management and address debilitating medical conditions nationwide.
Senator Padilla expressed optimism about the bill, noting that it is nearing its third reading in the Senate after extensive discussions. He shared insights on global best practices for medical cannabis, describing it as a revolutionary step forward.
“I have spoken with fellow senators about the evidence-based use of cannabis. I saw for myself the difference between recreational and medical cannabis. Recreational cannabis makes you high, while medicinal cannabis offers therapeutic benefits,” Padilla explained.
The senator also shared lessons from his visit to Israel, where he observed the safety and quality standards of pharmaceutical cannabis production. He described medical cannabis as clean, organic, and safe, even when misused. Padilla emphasized that existing laws under the Dangerous Drugs Board could adequately regulate its medical use, requiring only amendments to legalize it as a treatment option.
Evidence-based studies have shown medical cannabis to be effective in managing conditions such as cancer, chronic pain, autoimmune inflammatory diseases (like rheumatoid arthritis and multiple sclerosis), epilepsy, insomnia, wasting syndrome (linked to HIV/AIDS), ADHD, and autism, among others.
Expert Insights and Local Advocacy
The event featured globally renowned Cannabis Clinician Dr. Shiksha Gallow, known for her pioneering work in South Africa, including clinical trials replacing opioids with cannabis for pain management. Her husband, Wayne Gallow, shared his personal experience with medical cannabis, which aided his recovery from a motorcycle accident by managing pain and improving support.
“You have an unbelievable opportunity to do things better than the surrounding countries,” he remarked.
Filipino experts also weighed in. Dr. Gem Marq Mutia, founder of the Philippine Society of Cannabinoid Medicine, stressed the need for educating healthcare providers about cannabinoid treatments. Dr. Peter Quilala, a board member of the same organization, highlighted the importance of local research to inform policies. Meanwhile, Dr. Angel Gomez, past president of the Philippine Society of Anesthesiologists, emphasized the role of cannabis in pain management, particularly for palliative care.
Growing Momentum for Legalization
Currently, cannabis is classified as an illegal substance under Republic Act 9165, the Comprehensive Dangerous Drugs Act. However, limited use is allowed under a compassionate special permit issued by the Food and Drug Administration (FDA) for specific patients.
Despite this, growing evidence of cannabis’ therapeutic potential has led to increasing calls for legalization. Medical professionals and patient advocacy groups continue to highlight its benefits in treating debilitating conditions, urging lawmakers to reevaluate its legal status.
The Department of Health (DOH) has acknowledged efforts to legalize medical cannabis but insists that any initiative must be grounded in robust scientific evidence and consider cost-effectiveness and public health impacts.
Paving the Way for Compassionate Healthcare
For Senator Padilla, the push for medical cannabis addresses long-standing deficiencies in the healthcare system. “We are lagging behind countries like Australia and Japan are already cultivating hemp, but here, it is still prohibited. Why can’t we accept cannabis as medicine when it has been used as a remedy for a long time?” he asked.
SB No. 2573 is gaining traction as advocates intensify their efforts for its passage. The proposed legislation aims to establish a tightly regulated medical cannabis program that ensures safety, accessibility, and accountability.
Senator Padilla envisions the Philippines becoming a center for cancer treatment in Asia. He expressed confidence that the President would support the bill if presented appropriately.
With progress underway, proponents remain optimistic that the Philippines will soon join a growing list of nations utilizing medical cannabis to address healthcare gaps. This initiative seeks to provide relief to patients while implementing stringent safeguards to prevent misuse, ultimately positioning the country as a leader in affordable, safe, and accessible healthcare solutions.
